The new Minister of Interior Daniel Mitov took over the post from his predecessor Atanas Ilkov.

"Nothing new will be achieved, at least in the near future", commented the former deputy rector of the Ministry of Interior Academy Assoc. Prof. Milen Ivanov in "Denyat ON AIR", adding that in the last 20 years there have been ministers "many from the system" and those who are outside of it.

"In the last 20 years, the only thing that has changed is that in 2014 a new law on the Ministry of Interior was adopted, which deepened all the old problems. The idea of managing such a complex system as the Ministry of Internal Affairs through finances will not lead to a good end," Assoc. Prof. Ivanov emphasized to Bulgaria ON AIR.

The quality of training and of the police officers themselves is decreasing, he believes.

"Until the functions of this ministry are clearly differentiated in two or three laws, there is no way to manage the resources allocated to the ministry. We do not have the most police officers per capita. We have the most Ministry of Internal Affairs employees per capita. In our Ministry of Internal Affairs there are many employees who in other countries are not part of the protection of public order and the fight against crime," Assoc. Prof. Ivanov emphasized. Ivanov.

This must be changed urgently, because the ministry has no reserve, said the former deputy rector of the Ministry of Internal Affairs Academy.

"There cannot be an administration in the Ministry of Internal Affairs that cannot work as a police officer if necessary. This is the so-called warm reserve of the system. These are people who have been on the streets, know what a police officer does, have had a career that is logical, but a person cannot be on the streets forever. Salaries are low for the work that is done", Assoc. Prof. Ivanov also said.

He pointed out that an employee, entering the system, should have a predictable career.

"In all normal countries, after the tenth year, the employee should have the right to leave the system with a minimum pension. We have a problem with growth. Whoever the deputies are, the Ministry of Internal Affairs remains the Ministry of Internal Affairs", Assoc. Prof. Ivanov is categorical.
