Ivan Ivanov: The construction of the highway in the Byala - Veliko Tarnovo section looks expensive because the task is complex - 1

The construction of the highway in the Byala - Veliko Tarnovo section looks expensive because the task is complex, it has been expanded with additional road connections and inflation in recent years has been taken into account. The project will be ready at the end of this or the beginning of next year and I hope that the deputies will approve funding for the construction of the section, said Regional Minister Ivan Ivanov during the parliamentary control period.

He answered a question from the MP from the PP-DB parliamentary group Ivan Belchev regarding the construction of the Byala - Veliko Tarnovo road section, part of the Ruse - Veliko Tarnovo road, BTA specified.

The procedure for the road section was started in 2021, the final version is from the fall of 2024 and was not made within the framework of this cabinet, said the Minister of Regional Development and Public Works Ivan Ivanov.

The estimated price of the section is comparable to that of the first section of the highway, which was won at a price of 21.7 million leva per kilometer. Inflation must be added to the value, although the price cannot be exceeded by the one set in the public procurement, according to conditions made by previous governments, said Minister Ivanov.

The construction includes the construction of the largest road junction ever built in Bulgaria, which was not foreseen in the initial project, said Minister Ivan Ivanov. The construction of 12 viaducts with a total length of 9 kilometers, 3 tunnels with a total length of 2 kilometers, 8 road junctions with a total length of 20 kilometers, 12 underpasses and overpasses and another 13 with agricultural purposes is planned. The entire section is divided into three sub-sections.

Bids in the public procurement for the construction of the section are submitted by May 13, 2025. The estimated cost of the project is 2.967 billion. leva excluding VAT, and the implementation period is 1770 calendar days.

The amount for the construction of the road is twice as high as previous public procurements, it is comparable to that for the construction of roads in Germany, and therefore we want German quality, compliance with deadlines and people who travel to have a safe road, said MP Ivan Belchev.
