What to do if we have lost our paper employment record - 1

Bulgaria is officially switching to an electronic register of employment. It will be maintained by the National Revenue Agency and will store all information about our work experience, social security contributions, positions, employers and other key data from our professional biography. The electronic employment record is being introduced from June 1 this year, but paper analogues are not going away immediately. Employers have a period of one year to prepare and return paper employment records to their employees, entering their work experience in them by June 1, 2025.

And what to do if we have lost the paper document and cannot present it at our workplace? The answer to this and other questions was given in the “Interview in NOVA News” by Nenko Salchev - Head of the “Labor Law and Working Conditions” Department in the Ministry of Labor and Social Policy.

„In principle, the employment record is kept by the employee. If it is lost through his fault, he should go to the Labor Inspectorate and request the issuance of a new one. Generally speaking, the employee must go to all previous employers. They, in turn, are obliged to enter the relevant data within 14 days. Finally, with all the collected documents, he goes back to the Labor Inspectorate, where he is issued a work record”, explained Salchev.

According to him, at the moment all employment contracts are registered with the NRA, and from June 1 there will be more information.

„To enter the NRA portal, we need a PIN or an electronic signature. If you don't have one, the easiest way is to go to the nearest branch of the Revenue Agency and get one for free”, specified the head of the "Labor Law and Working Conditions" department.

Will there be any change for employees who are not under an employment contract?

„Data for them will start to be entered from June 2026. Civil contracts, in principle, are not a form of employment that is permanent. Data related to insurance is submitted for them”, specified Nenko Salchev.

According to him, the new service will bring relief and security.
