Russian President Vladimir Putin, at a meeting with the acting governor of the Kursk region, Alexander Khinshtein, said that he considers it possible to return land to the residents of the Kursk region as property, provided that it is used for its intended purpose for a certain period.
Khinshtein recalled his initiative, which he submitted to the local legislative assembly at the end of January - to transfer plots of land for free use, and then into ownership, in exchange for demolished housing, using housing certificates.
“I would consider it possible to return the land to the people as their property“, said the head of state.
He noted that if this requires any decisions at the federal level, including at the level of the regulatory framework, then this will be done.
Vladimir Putin supported Khinshtein's idea of creation of settlements in the region for those who have lost their homes due to the actions of the Ukrainian armed forces, but do not want to live in the city.
The creation of settlements with individual housing construction sites will help develop the regions of the Kursk region. Especially considering that the volume of housing under construction is lower than the demand for them. “Good proposal, I support it“, Putin agreed.
