The National Institute for Immovable Cultural Heritage (NINKN) is introducing a simplified procedure for receiving signals in case of delay of files. Any interested party can send a request for the status of the file upon the expiration of the statutory deadline for preparing NINKN's opinions.
We will accept signals at the email address [email protected]. It is necessary to indicate the incoming file number and a contact person. The Secretary General of the Institute will check the information and take action on the signals.
In 2024, NINKN received 3353 files for investment intentions and interventions in immovable cultural values, projects for amending development and partial plans. Each expert processes at least 200 files per year in the order they are received.
1294 written opinions have been prepared for investment projects, requests for interventions in protected areas and requests for concessions. Projects that meet the legal requirements are submitted to the Ministry of Culture in much shorter terms than those provided for in the law. 2059 letters and reports have been sent to citizens and institutions. About 10% of them are related to irregularities and incompleteness in the project documentation and represent a detailed description of the problematic parts in the projects with methodological instructions for their elimination in accordance with the law.
At the end of 2024, the deadline for 18 out of the total number of 3353 files was not met.
There are still files for the period 2014 - 2024 for which the Cultural Heritage Act lacks grounds for closure – These are requests to deregister declared objects or cases in which the applicants cannot be found. The NINCN has repeatedly raised the question of the need for regulatory changes to resolve these cases.
The new simplified procedure will allow the institute to track problematic files and the reasons for the delay, to create a more flexible organization for reviewing documents, as well as to receive immediate feedback from interested parties - the next step towards improving the quality and speed of the services provided by the institute.
