This happens in places where the state is absent. Thus these local "leaders", local goons have become strong and enjoy some public trust. If such a person goes out and tells 100-200 people that they should go vote, they are very likely to follow him. Such a person is usually an intermediary between the community and the municipality when wood needs to be provided, when something else needs to be done. These local "leaders“ they have a serious lobby and this makes people tend to vote for whoever they are told to vote for, Rosen Tsvetkov also said.
