Biden attended a conference of the non-governmental organization ACRD, which provides legal support to people with disabilities.
He spoke for about 30 minutes and never once mentioned the name of the current US leader Donald Trump, although he criticized his administration's policies regarding Social Security.
In addition, the former president drew the audience's attention to the divisions in American society and warned that this cannot continue.
