From June 1, 2025, the paper work book becomes electronic and becomes an electronic document - a single electronic work record, the Confederation of Bulgarian Trade Unions (CITUB) announced.

The legislative change that provides for digitalization is from the fall of 2023, a long transition period was given, the union recalled. The old paper work books must be returned to employees by their employers, the Bulgarian National Radio (BNR) indicates.

Currently, by law, the paper work book must be kept by the employee, and with his consent it is provided to the employer.

It records data that is also important for insurance rights, including position, salary and length of service. That is, it is like a kind of personal ID card of the worker, explained the national secretary of the Confederation of Bulgarian Trade Unions and Employers Velichka Mikova.

Paper work books remain an official certification document until June 1 of this year. They should not be destroyed, but should be issued by the last employer and returned to the worker or employee. The law gives a deadline for this until June 1, 2026, and they must record the length of service until June 1, 2025, Mikova commented.

Every worker and employee is obliged to keep it.

The data from the new electronic work book will be entered into an electronic register, and each worker will have access to their electronic work record.

When concluding an employment contract, the employer is obliged to enter the data in the unified employment register.

Upon termination of the contract, he is also obliged to enter this information in the register, otherwise it will be considered a violation of labor legislation, and the worker may seek compensation.
