Corruption is one of the big problems of the Bulgarian transition. In the last 4 years of political crisis, institutions were weakened and were not always in place. When statehood is absent or almost absent, corruption becomes a mechanism for solving problems with the state, said political scientist Tsvetanka Andreeva.
The study says that it is not just about a corrupt elite, but about a corrupt society. The mass acceptability of this thing leads to these high levels. Fighting it can only be very difficult when we chase politicians. This is a civilizational problem that is solved for decades, sometimes for centuries, said political scientist Stoycho Stoychev.
he noted that in his opinion, the first stress tests before the government, such as the one with the appointment of the former acting Minister of Finance Lyudmila Petkova as director of the State Financial Inspection Agency, which was opposed by the DPS – Dogan, will be successfully overcome.
This was a difficult majority to assemble, which gives me reason to think that at least within a year the ruling party will try to preserve what they have achieved with many compromises among themselves, Stoychev said.
The problem with the ruling majority is ideological. The BSP pursues very left-wing goals, they insist on social politics, closer to populism, which the right-wing formations deny, said Tsvetanka Andreeva regarding the left's demand for a ceiling on the price increases for basic food products. Dogan's fear of persecution and his war with Peevski will be one of the biggest problems that will accompany this government, she added.
According to Kalin Slavov, the big stress test for the government is ahead and these are the appointments of the regulators. Petkova's appointment happened overnight and for what reasons, we did not understand. The regulators have long since expired their mandate, they no longer have any credibility, so it is very important how they will be reconstructed. The step with the nominations will be very important, because currently they are made in party headquarters. If this process opens up and it comes to professionals competing with professionals, this will significantly increase the credibility of these institutions, Slavov pointed out.
These words about professionals sound very nice, but it is important who bears the responsibility for these people and their decisions. The responsibility lies with the political forces, Stoycho Stoychev emphasized.
It is important that the candidacies are expert, the question is whether they will be nominated by parties or by civil organizations. But from the point of view of control, a civil candidacy cannot be controlled, Tsvetanka Andreeva also said.
