After the elections held in the fall, there were a series of requests to cancel the vote for members of parliament. In November, the Constitutional Court admitted these cases for consideration and merged them into one. With this ruling, the Constitutional Court assigned expertise to over 2,000 sections. With the same ruling, it demands from the Central Election Commission the reason for the lack of video recordings in some sections, as well as information about the cases in which the CEC has allowed a change in the composition of the section election commissions after the legal deadline. This was commented on bTV by Prof. Daniel Valchev, dean of the Faculty of Law at Sofia University, quoted by novini.bg. Earlier today, the Constitutional Court announced that 16 deputies were elected illegally.

In February, the Constitutional Court assigned the CEC the conclusions of the experts and assigned the recount of the election results. To everyone's surprise, the CEC, as if it did not understand what was being asked of it, hung around for a week, then reassigned it to the commercial company "Information Services". "Information Services" also hung around for a week, returned the recalculated results and returned them to the CEC. Meanwhile, a person from "Information Services" referred the prosecutor's office, which in turn made absurd requests for information to the Constitutional Court. The Constitutional Court replied that it could not provide information in an unfinished case. With pending proceedings, the prosecutor's office cannot request anything, pointed out Prof. Valchev.
In my opinion, the Constitutional Court acted quite correctly, but it is not very clear to me what the motives are for not conducting expert assessments for all 12,000 sections, as well as why it did not calculate the results itself. The behavior of the CEC is very controversial for me, it represents a manipulation/twisting, entanglement, confusion on purpose - ed./ of the procedure itself. You cannot go a week without understanding what the Constitutional Court wants from you. I do not know why it assigns "Information Services" to recalculate the results. I do not know of any other case in the world where a commercial company calculates election results, the lawyer noted.

I do not think that this CEC should exist - it should dissolve itself and move towards a new CEC. This is the body that conducts elections in our country. It is not normal that for so many years in Bulgaria we have not been able to elect our representatives, emphasized Prof. Daniel Valchev.
