Tihi condemned Russia's attack on diplomatic institutions as an "absolutely barbaric attack."
"Around the world, attacks on diplomatic institutions cross all red lines and contradict general international rules. With these attacks on diplomatic missions, Russia confirms its status as an absolute barbarian," he said.

In the absence of the Russian ambassador in Lisbon, the Russian Federation's chargé d'affaires has already been summoned to the Foreign Ministry to express an official protest, the Portuguese government said in a statement.
"As in the past few nights, early today there was a very intense attack by the Russian Federation against the city of Kiev, and one of the explosions caused relatively minor material damage to diplomatic facilities of several countries, including the office of the Portuguese embassy," Portuguese Foreign Minister Paulo told local media Rangel.
"It is absolutely unacceptable for attacks to damage or target diplomatic sites", he stressed. "For the moment, this is the position that the Portuguese Republic must take towards the Russian Federation. Other steps will be taken at another level a little later", Rangel added in response to a question about a possible European reaction to these attacks.
