Republican Congressman Joe Wilson will introduce a law to provide a loan to Ukraine, the bill provides for a loan to provide "weapons that win wars" Lend-Lease, something Joe "Biden should have done a long time ago", according to Wilson. On the social network X, the congressman writes:

"Today I am introducing the Lend-Lease Freedom First Act to give President Trump flexible authority to send victory-winning weapons to our partners, including Ukraine, to deter the war criminal Putin, as Biden should have done a long time ago. "Force Russia to sit at the negotiating table with American power," he wrote.

The congressman did not reveal any further details.

The Lend-Lease legislation revives a World War II-era program that allows Washington to lend and lease American military equipment and weapons to allies without bureaucratic obstacles.

On May 9, 2022, US President Joe Biden signed Lend-Lease for Ukraine. This was the first such step since World War II.

However, the program, on which Ukraine had high hopes at the time, never materialized. Washington supplied Kiev with weapons under other programs. These include the Ukraine Security Assistance Initiative (USAI), Foreign Military Financing (FMF), and the Replenishment of the U.S. Arms Stockpile (PDA).

In December 2024, Ukrainian Ambassador to the United States Oksana Markarova stated that the House of Representatives had passed the 2025 defense budget, but it did not include a provision to extend the arms embargo on Ukraine. According to her, the provision to extend the term of the Defense of Democracy in Ukraine Act was included in the bill, but was not included in the consolidated text.
