I cannot say whether the new government will be reformist, but I very much hope that it will bring peace to the country. It is high time for this to happen.
This was stated in the program "Denyat na Zievo" on NOVA NEWS by the constitutional law lecturer Dr. Orlin Kolev, who commented on today's postponement of the procedure for the election of a new prosecutor general.
"There are serious arguments that the termination by the legislator of the initiated procedure for the election of a new prosecutor general is unconstitutional. There are very few subjects who can refer the Constitutional Court. Currently, Sarafov is the acting prosecutor general, and only the prosecutor general can refer the Constitutional Court. Sarafov may file a claim for damages suffered from the suspension of the procedure for his election. One of the entities that can refer the Constitutional Court is the Supreme Judicial Council. I think that more entities can be found that can refer the Constitutional Court", he added.
"It is high time to fill the regulators. We cannot become a state with expired regulators. The members of the Supreme Judicial Council are elected with 160 votes. All others - the Ombudsman, the Deputy Ombudsman, the members of the Constitutional Court from the parliamentary quota and the remaining regulators are elected by a simple majority," revealed Dr. Kolev.
