The consortium DZZD "PN Plovdiv 24" appealed to the Commission for Protection of Competition the procedure for selecting a contractor for the renovation of the "Kosmos" cinema. The company with participants "Pimk" OOD and "Nivel Stroy" EOOD was removed at the second stage, after it was found that its offer did not meet the previously announced conditions for the execution of the order.
The Commission has indicated that the concept of installing aluminum radiators, operating a heating boiler and other things is inapplicable to the cinema building, Trafficnews specifies. They note that the technical investment project provided does not provide for and develop a heating installation with water as the heat carrier. The task states that direct evaporation systems and inverter split and multi-split air conditioners are provided to cover the heating and cooling load. The proposal of the DZZD "PN Plovdiv 24" also contains other technical parameters that do not meet the task, related to the plasters.
We recall that the documents for the public procurement were submitted by the DZZD "PN Plovdiv 24" consortium, which is contesting the procedure, "Bibov and Co" OOD - also removed due to unfulfilled technical task, and the winners of the ZZD "Cosmos 2024" of "GBS - Plovdiv" AD and "Kliimatronik" EOOD, selected as contractors.
The winning company offered a price of 9,873,980.64 leva. at a maximum estimated value of the activities of 9,900,000 excluding VAT.
The public procurement was announced in May 2024. A month later, Sofia's "Rinex-M" filed a complaint with the CPC against its conditions. The manager and owner Ibraim Byalkov turned out to be connected to another infamous Plovdiv company "Rems stroy", which with its complaints blocked important projects for the city such as "Central" Square and "2019" Gallery. The complaints did not lead to anything more than delaying the implementation of the projects, and this led to the delay in their implementation.
The project for the repair and revitalization of the "Kosmos" cinema took place after the building, which was built according to a design by arch. Lyubomir Shinkov.
After the renovation, the building is planned to have a hall with 599 seats with a screen for 2D and 3D stage for concerts and theater. The screen measures 6 by 12.30 meters, and the stage space is 8.28 m deep and 12.30 to 16.75 m wide. Special panels will balance the sound in the hall depending on whether theater, cinema or concert will be on stage.
The lobby is planned to have a security room, ticket office and cloakroom. In place of the old cloakroom, a cafe with access to the outdoor square spaces will be located. An elevator for the disabled is planned on the northern facade, which will not be visible from Gladstone Street.
The building has spaces planned - an area for informal communication, a small hall for presentations and one for events. The understage spaces will become a storage for sets, there are two evacuation staircases and a disabled platform.
The project envisages preserving the most iconic elements of the project by arch. Chinkov - the staircase with characteristic railings, lighting fixtures, facade elements.
The authors of the development are the design bureau “Tektonika-B“ OOD. Behind it stands the creative work of arch. Dimitar Baldzhiev and his colleagues arch. Elena Pavlova and arch. Ines Chavdarova.
