In mid-December, Britain introduced new sanctions against Russia's "shadow fleet", including restrictions on 20 tankers that, according to the Foreign Office, transported more than 4 million barrels of Russian oil in 2024.
Proposals for more targeted sanctions against the "shadow fleet" have also been made by MEPs, who say that these sanctions are key to limiting the financing of Russia's war in Ukraine.
Russia is using old tankers, often uninsured and of dubious ownership, to export crude oil and petroleum products despite international and European sanctions. This raises concerns not only about the Kremlin's financial support, but also about potential environmental disasters related to oil spills.
