US allies expect President Donald Trump's administration to present a long-awaited plan to end Russia's war against Ukraine at the Munich Security Conference in Germany next week (February 14-16), Bloomberg reported, citing sources.

The plan will be presented by Trump's special representative for Ukraine Keith Kellogg. On February 5, Kellogg confirmed his plans to attend the Munich meeting.

"I will meet with America's allies who are willing to work with us", Kellogg wrote in X.

U.S. Vice President J.D. Vance will also attend the conference, organizers said. Vance, who also attended the forum last year as a senator, will represent the Trump administration in key security discussions.

Comments by Kellogg and others in recent weeks have hinted at seeking what Trump allies call "peace through strength".

Elements of the plan include a potential freeze on the conflict and the withdrawal of Russian troops from some areas. At the same time, Ukraine will be provided with security guarantees that Moscow will not be able to attack again.

We recall that Kellogg previously stated that the US would like to hold elections in Ukraine after the ceasefire. Trump indicated that access to rare earth metals in exchange for US support could be part of an agreement.

The US president also threatened Moscow with massive sanctions if it does not start negotiations.

Ukraine's main priority as an ultimate security guarantee is NATO membership - a prospect that Kiev has acknowledged is unlikely in the short term. President Volodymyr Zelensky said this week that he was open to elections after the war ends and martial law is lifted.

The Ukrainian president's chief adviser, Andriy Yermak, spoke with U.S. National Security Adviser Michael Walz this week, while Russian President Vladimir Putin's spokesman said contacts between U.S. and Russian agencies were intensifying.

The annual Munich Security Conference has been held since 1963 and brings together politicians, military officials, businesspeople and experts. It was here in 2007 that Vladimir Putin delivered his "Munich Speech", which is considered a keynote speech in the field of foreign policy and security.

At that time, the Russian president accused the United States of dominating the world community and pursuing a policy guided only by its own interests. Putin called this world order a "unipolar world".

Putin also mentioned NATO's expansion to the east, calling it "a serious provocative factor that reduces the level of mutual trust".
