Iran's Supreme Leader Ayatollah Ali Khamenei said experience had shown that negotiations with the US were "not smart, wise or honorable", the official IRNA news agency reported, as quoted by "Reuters".
This week, US President Donald Trump said he would like to start working on a "verified nuclear peace deal" with Iran after reviving his maximum pressure campaign on the country.
During his previous term in 2018, Trump withdrew the United States from Tehran's 2015 nuclear pact with world powers and reimposed sanctions that have crippled Iran's economy.
The harsh measures have pushed Tehran into breaching the pact's nuclear restrictions.
"Negotiations with America are neither smart, nor wise, nor honorable. It will not solve any of our problems. The reason? Experience!" Khamenei said.
Iran had reached its agreement with the United States and other countries after two years of talks, he said, but the Americans have not adhered to it despite Iran's many concessions. "The person responsible tore it up", Khamenei said, referring to Trump.
A senior Iranian official told "Reuters" that Iran was ready to give the United States a chance to resolve the disputes.
Khamenei said Iran would retaliate in kind if the Americans attacked Iran. "If they threaten our security, we will threaten theirs. If they act on their threats, we will do the same."
Referring to Trump's proposal to forcibly relocate Palestinian residents from Gaza to neighboring Arab countries, Khamenei said:
"On paper, the Americans are changing the map of the world. Of course, this is only on paper because it is devoid of reality."
